Bush, Canadian prime minister Paul Martin and Mexican president Vicente Fox), and the three subsequent leaders (American president Barack Obama, Canadian prime minister Stephen Harper and Mexican president Felipe Calderón), only Fox has expressed a desire for a North American Union-style body.
